Ann Usborne

Ann began her career advocating for and providing support to individuals involved in the criminal justice system while doing an internship at Rensselaer County Probation Department during her senior year at Siena College, graduating in 1983.

Prior to 2000, Ann worked as a Probation Officer for the States of New York and Massachusetts for fifteen years. While employed as a Probation Officer, she was responsible for the supervision of individuals placed on probation by the Courts. It was important to Ann to empower her clients to take control of their lives and to encourage them to become productive and contributing members of their community. As a Probation Officer, Ann completed court-ordered pre-sentencing reports. Ann also coordinated both a county Youth Court Program and an Alternatives to Violence Program (in the community and in two maximum security state prison facilities).

From June 2000 until December 2016, Ann was employed as the Project Director/Sentencing Specialist for the Client Specific Planning program, a defender-based sentencing advocacy program, at the Center for Community Alternatives, a local non-profit criminal justice agency. Ann conducted extensive investigations into clients’ personal histories and circumstances and prepared detailed sentencing memorandums to be submitted to the Courts on the clients’ behalf. Over the years, Ann has worked in many jurisdictions throughout the State and has had the opportunity to develop strong working relationships with the Courts, Defense Attorneys, District Attorneys, and many service providers. Also, as the Project Director, Ann was responsible for providing training and supervision to staff and interns, maintaining accurate and thorough documentation of case files, assuring compliance with obligations to funding sources, preparing quarterly/annual reports to be submitted to appropriate funding sources, and participating in training the legal community regarding relevant issues.

Throughout her career in the criminal justice system, Ann has participated in sentencing advocacy and mitigation training as well as death penalty mitigation training provided by National Legal Aid Defenders Association and National Alliance for Sentencing Advocates and Mitigation Specialists. She has provided sentencing and capital mitigation services on numerous state and federal criminal cases.
